Who We Are

The Capital Facilities division provides facility planning, major public works of improvement procurement and construction management services to all County departments.

What We Do

It is the responsibility of the Capital Facilities division to plan, program, design, renovate and construct facilities for all County Departments. Part of this planning includes the annual update to the facility Capital Improvement Plan, which happens in conjunction with Public Works’ Capital Improvement Plan for County infrastructure.

Capital Facilities works with multiple professionals to ensure design and construction meet current building code. To do this, on-call contracts are sought with the following trades every 1 to 5 years:

  • Architects
  • Land Surveyors / Civil Engineers
  • Estimators
  • Code Reviewers
  • Inspectors
  • Construction Managers
  • Job Order Contractors

Capital Facilities procures all major public works of improvement in accordance with California’s Public Contract Code.

Capital Facilities oversees all construction to ensure quality, adherence to County standardized building components, compliance with California’s Civil Code and Labor Code, as well as meeting schedule and budget.
