In 2017, Stanislaus County was awarded a $499,790 grant by the State Water Resources Control Board to prepare a Storm Water Resource Plan (SWRP). The County, together with other local agencies and organizations, is working to develop Stanislaus County’s SWRP. California Senate Bill 985 requires that entities have a SWRP in place prior to receiving any future state funds from voter-approved bond measures. Additionally, stormwater and dry weather capture projects must be included in a SWRP to qualify for state bond funding.
A SWRP is an integrated plan focusing on regional watershed-based stormwater priorities and developing multiple benefit projects for upcoming funding opportunities. It is a comprehensive document based on region-specific issues and goals. The primary goal of a SWRP is to identify and prioritize local, multi-benefit stormwater and dry weather capture projects. These could include projects such as improving storm drainage, reducing impervious surface area, or providing flood protection via habitat restoration. Projects submitted to the SWRP must provide benefits in two or more of the following general categories: water quality, water supply, flood management, environment, and community.
The final Stanislaus Multi-Agency Regional Storm Water Resource Plan (SWRP) was completed in August 2019. Prior to being finalized, the Public Draft of the SWRP was posted on the SWRP website for a 30-day review period during April and May 2019. The final SWRP can be viewed via the links below:
The 2017 Call for Projects was conducted from October 23, 2017 to December 8, 2017. A total of 58 projects were submitted to the SWRP during this period. These projects were prioritized and submitted to the Technical Advisory Committee (TAC) for consideration in early 2018. The submitted projects can be viewed at the East Stanislaus IRWMP/Stanislaus County SWRP online database. Through the database (called Opti) anyone can create a user account and view the details of the SWRP projects.
Projects included in the SWRP all provide at least two of the main benefits and at least one of the additional benefits listed below:
